Khalra case:Former Punjab Police Officer's Bail Address Could Not Be Verified
Police in Punjab say they were unable to verify the residential address provided by former deputy superintendent of police Jaspal Singh, who is serving a life sentence in the killing of human rights activist Jaswant Singh Khalra and was released on bail in 2023.
Hoshiarpur police said an investigation found no evidence that Singh or his family had ever lived at the address listed in Manjhi village. The verification request was made by Nabha Open Jail authorities.
Singh's lawyer, Gagandeep Singh, said the court had exempted his client from the usual address verification requirement when granting bail on May 25, 2023. Instead, the court relied on other bail conditions, including the surrender of Singh's passport, a surety bond of 100,000 rupees and an undertaking that he would return to prison if his remission plea was rejected.
Police officials said inmates released on parole must report regularly to local police, but bail conditions are determined by the courts.
Jaspal Singh was convicted in the 1995 abduction and murder of Khalra, whose work exposed alleged illegal killings and secret cremations in Punjab. A CBI court sentenced Singh to life imprisonment in 2005, and the Punjab and Haryana High Court later upheld his conviction.
