British Columbia: In 2021, the Drug User Liberation Front (DULF) in Vancouver sought Health Canada’s permission to buy and sell tested heroin, cocaine, and methamphetamine to users. Despite rejection due to public health risks, DULF proceeded, sparking legal battles and arrests of its co-founders. DULF’s case argues Health Canada violated drug users’ rights. This follows the 2011 Supreme Court decision supporting safe injection sites like Insite but doesn’t easily apply to DULF’s drug-selling model.
