SPB to launch financial review of Surrey police

Surrey Police Board (SPB) has announced it is launching a financial review of Surrey Police Service (SPS) to prepare for the 2027 budget process. The Board is in the process of retaining an independent accounting firm to conduct the review.

As a new police service that has been tasked with rapidly scaling operations, SPS has navigated a difficult operating environment. Actual spending by SPS in 2024 and 2025 was approximately $65 million below budgeted amounts. In addition, during the 2026 budget process, the Board agreed to a revised increase to the SPS budget following questions from the City.

“Our role is to ensure that we are providing the proper governance and oversight for SPS, and that starts with clear, complete picture of its finances,” said Perm Jawanda, Chair of the Surrey Police Board. “This review will give us the information we need to help build a budget we can stand behind in 2027 and beyond.”

The financial review will draw on input from key internal and external stakeholders to inform the 2027 budget submission and is expected to be completed by October 2026.

“Ultimately, the Board is responsible for the budget that is proposed for SPS,” added Jawanda. “We need to have full confidence that the budget request to the City for SPS is rigorous and robust.”
