FINTRAC generates largest financial intelligence disclosures in an year

FINTRAC Monday released its annual report which describes the significant impact the Centre is having in helping to protect the safety of Canadians, particularly Canada’s most vulnerable citizens and communities, and the integrity of Canada’s financial system.

Over the past year, FINTRAC made critical contributions to broader national priorities centered on fighting financial crime and protecting vulnerable Canadians. This includes playing a central role in supporting the Government of Canada’s focus on targeting and disrupting extortion, a serious criminal activity that threatens Canadians and Canadian businesses and generates substantial profits for organized crime. The Centre generated 122 financial intelligence disclosures in support of police investigations of extortion across Canada. These disclosures identified 336 subjects of interest and provided police with detailed intelligence on criminal networks, financial flows and emerging extortion methods used by organized crime groups.

Throughout 2025–26, FINTRAC’s financial intelligence also supported money laundering investigations linked to illegal fentanyl trafficking, fraud, human trafficking, auto theft and other criminal activities. In total, the Centre generated 7,214 financial intelligence disclosure packages, based on 3,007 unique disclosures last year, the largest number of disclosures that FINTRAC has produced in a single year. These disclosures contained 1,678,230 financial transactions and identified 10,650 subjects of interest for law enforcement.

FINTRAC’s financial intelligence contributed to 348 complex, resource intensive (project level) investigations and many hundreds of other individual investigations at the municipal, provincial and federal levels across the country, and internationally.

FINTRAC also helped safeguard Canada’s financial system and economy last year by ensuring that businesses comply with the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (the Act) and associated Regulations. The Centre undertook 4,874 assessment and monitoring activities last year, a record number of activities that included hundreds of targeted and full scope compliance examinations.

When FINTRAC found non-compliance with the Act and associated Regulations, the Centre took firm action. Last year, FINTRAC issued 35 notices of violation, up 52% from the previous year, for more than $247 million, by far the largest amount in FINTRAC’s history. The Centre also disclosed 31 cases of non-compliance to law enforcement for potential criminal investigation.

"By working with businesses, following the money and leveraging the power of financial intelligence, we are helping to target, disrupt and dismantle the organized criminal networks that profit from extortion, drug trafficking, fraud, auto theft, human trafficking and other illicit activities. A recent international evaluation found that our high-quality financial intelligence is valued by law enforcement and used in 94% of their investigations into money laundering and criminal possession offences. At the same time, our record number of supervisory activities and enforcement actions are ensuring that business fulfill their obligations, which is key in protecting Canada’s financial system from abuse by organized crime groups said, "Stéphane Sirard, Interim Director and Chief Executive Officer, FINTRAC.
