White Rock approves five-year financial plan with 5.04% tax increase

White Rock City Council has adopted its 2026–2030 financial plan, outlining spending priorities and a property tax increase aimed at maintaining services and funding infrastructure.

Council approved the bylaw at a special meeting on April 20, with the plan supported by a 5.04 per cent property tax increase. The increase includes 1.38 per cent for core municipal services, 1.53 per cent for policing through the Royal Canadian Mounted Police, and 2.13 per cent for capital projects and infrastructure.

Mayor Megan Knight said the plan reflects a balanced approach to maintaining essential services while addressing rising costs and economic uncertainty.

As part of cost-control measures, council says remuneration for the mayor and council members will be reduced by 10 per cent in 2026.

The city says the financial plan was shaped by public input gathered through surveys and engagement sessions over the past year, with residents identifying public safety and emergency services as top priorities.

Officials say the plan also reflects continued support for maintaining existing service levels, along with increased interest in investments in recreation facilities, while funding for fire services and infrastructure remains a key focus.

The five-year plan is intended to guide spending decisions while supporting long-term financial stability for the city.
