Prime Minister Mark Carney says the appointment of Annette Ryan as Canada’s new parliamentary budget officer will help strengthen fiscal oversight and accountability.

Ryan’s appointment, approved by the House of Commons and the Senate, took effect Wednesday.

A senior public servant with more than three decades of experience, Ryan has worked in economic analysis, fiscal policy and public finance across multiple federal departments and with the Government of Prince Edward Island. She most recently served in senior roles at the Financial Transactions and Reports Analysis Centre of Canada.

As parliamentary budget officer, Ryan will provide independent, non-partisan analysis to parliamentarians on government finances, spending estimates and economic trends.

Carney said such analysis is key to maintaining sound public finances and ensuring elected officials have the information needed to hold the government to account.

The position of parliamentary budget officer is an independent office created under the Parliament of Canada Act to support Parliament’s oversight of public spending.

Carney also thanked Jason Jacques, who served as interim parliamentary budget officer, for his contributions.

The parliamentary budget officer is appointed for a term of up to seven years through a federal selection process aimed at ensuring independence and professional expertise.
