RCMP charge Quebec man with terrorism offences linked to online extremist network
The Royal Canadian Mounted Police say a Quebec City man is facing terrorism-related charges after an investigation into alleged online activity linked to a violent extremist network.
The RCMP’s Federal Policing Eastern Region said 26-year-old Jeffrey Roussel was arrested following a probe by the Integrated National Security Enforcement Team. Police allege he promoted violent ideology associated with the so-called “764” network through a group on the messaging platform Telegram.
Investigators allege Roussel published graphic and disturbing material online and distributed it in an effort to inspire and recruit others. Police say the content is believed to have targeted youth, with victims not yet identified.
Roussel faces three charges under the Criminal Code, including participation in the activity of a terrorist group, facilitating terrorist activity and committing an offence for a terrorist group.
He appeared in court in Quebec City on Wednesday.
Police describe the 764 network as a transnational extremist group that targets children and teenagers through online platforms and games, including Discord, Roblox and Minecraft, in addition to Telegram.
The RCMP allege the network seeks to manipulate and radicalize young people into committing violent acts by spreading extremist propaganda.
Authorities are urging parents to remain vigilant about their children’s online activity and to report suspicious behaviour. The RCMP say information related to potential terrorist activity can be shared through the national security tip line.
